HABESHA STEEL MILLS PLC is hiring an experienced and highly motivated Human Resources Manager to oversee and strengthen all HR functions at its manufacturing facility in Oromia. Key Job Responsibilities (JD)

Strategic HR Leadership

  • Develop and implement HR strategies aligned with the company’s industrial and operational objectives.
  • Support workforce planning to meet factory production goals.
  • Advise management on organizational structure, employee retention, and workforce productivity.

Recruitment & Talent Acquisition

  • Lead full-cycle recruitment and onboarding for technical, operational, administrative, and leadership positions.
  • Coordinate hiring for factory workers, supervisors, engineers, and office staff.
  • Manage interview scheduling, candidate selection, and employee induction processes.

Expatriate Employee Management

  • Handle end-to-end expatriate employee processes including recruitment, documentation, onboarding, mobilization, accommodation coordination, and repatriation.
  • Ensure smooth communication between local and international employees.

Employee Relations & Workplace Culture

  • Maintain positive employee relations through grievance resolution and conflict management.
  • Foster a healthy, inclusive, and productive workplace culture.
  • Ensure compliance with disciplinary procedures and internal company policies.

Compliance & Labour Law

  • Ensure HR operations comply with Ethiopian Labour Proclamation, employment regulations, and workplace standards.
  • Maintain HR documentation, contracts, attendance records, and legal employment files.
  • Monitor compliance with occupational safety and industrial labor practices.

Performance Management

  • Design and oversee employee performance appraisal systems.
  • Monitor staff productivity, KPI achievement, and workforce efficiency.
  • Support career progression planning and succession management.

Compensation & Payroll Administration

  • Supervise payroll processing, salary administration, incentives, and employee benefits.
  • Conduct salary benchmarking to maintain competitive compensation structures.
  • Ensure accurate attendance and leave management systems.

Training & Staff Development

  • Identify employee training requirements for factory and office teams.
  • Organize HR workshops, compliance training, leadership development, and workforce enhancement programs.

  • Support workplace safety programs and industrial compliance standards.
  • Integrate Kaizen (5S) methodologies within HR operations and workforce management practices.
  • Promote housekeeping standards and employee safety awareness in the factory environment.

Education Requirements

Applicants should possess:

  • Bachelor’s Degree in Human Resource Management, Business Administration, Management, Industrial Psychology, Organizational Development, or related field.
  • A Master’s Degree or professional HR certification will be considered an added advantage.

Experience Requirements

  • Minimum 5–8+ years of experience in Human Resources Management.
  • Prior experience in manufacturing, steel production, factory operations, construction, heavy industry, or industrial sectors preferred.
  • Proven experience in recruitment, employee relations, payroll management, HR compliance, labor law, workforce planning, performance management, and organizational development.
  • Experience handling expatriate workforce management is highly desirable.
