Job Overview
The HR/Administration Officer is responsible for the day-to-day implementation of support function activities, particularly in HR administration, recruitment, employee records management, and compliance with NRC policies and local labour laws. The role supports both central and field office operations, including refugee camp locations.
Key Responsibilities
1. Policy Compliance & Reporting
- Ensure adherence to NRC policies, tools, and guidelines
- Implement support function activities according to the action plan
- Prepare and submit status reports to management
- Ensure proper documentation and filing systems
- Suggest improvements for HR and support functions
2. Recruitment & Staffing Support
- Act as focal point for recruitment, contracting, induction, and placement
- Support line managers in recruitment and selection processes
- Assist in recruitment of contingent workers
- Prepare payroll for contingent staff
- Maintain up-to-date contingent worker records
3. Employee Records & Administration
- Ensure all new staff complete ID forms and receive organizational IDs
- Maintain employee personnel files and archives
- Update tracking systems for HR records and CV pools
- Ensure proper storage of administrative documents and materials
4. Pension & Compliance Management
- Follow up on pension documentation and submissions
- Maintain copies of pension records for personnel files
- Collect and distribute pension ID cards after verification
5. Field Office HR Support
- Support HR and administrative functions across refugee camps and field locations
- Maintain coordination with Country Office HR focal persons
- Assist in daily operational HR tasks in field settings
6. Additional Responsibilities
- Support emergency recruitment through CV pool development
- Perform any other tasks assigned by the supervisor
Requirements
- Bachelor’s degree (required)
- 3–5 years of relevant HR / administration experience
- Strong understanding of recruitment and HR processes
- Experience working in field or humanitarian settings is an advantage
- Ability to manage records, documentation, and payroll support
