Job Overview
The Multitask Team Leader will oversee the planning, coordination, and implementation of Non-Technical Survey (NTS) and Explosive Ordnance Disposal (EOD) activities in conflict-affected communities. The role involves supervising a field team, ensuring safety compliance, maintaining operational efficiency, and contributing to humanitarian recovery programs.
The position operates on a roving deployment cycle, typically involving three weeks in the field followed by one week off, supporting operations across the Afar Region.
Key Responsibilities
Leadership and Team Management
- Lead and supervise a field team consisting of Deputy Team Leader, Medic, and Driver.
- Promote a culture of integrity, discipline, accountability, and teamwork.
- Monitor staff welfare, motivation, and physical wellbeing during deployments.
- Ensure logistics, transport, operational supplies, and communication systems are ready.
Field Planning and Coordination
- Conduct desktop assessments, conflict mapping, and security reviews before deployment.
- Liaise with local authorities, village leaders, and regional institutions for operational approvals.
- Develop Journey Management Plans and CASEVAC procedures for team safety.
- Coordinate operational schedules and deployment strategies.

Safety and Security Management
- Ensure strict adherence to HALO SOPs, ENMAS, and IMAS standards.

Data Collection and Survey Operations

- Submit demolition and EOD field reports.
Medical and Emergency Support
- Support emergency medical preparedness and casualty evacuation planning.
- Coordinate CASEVAC drills with field medics.
- Maintain readiness of medical kits and emergency supplies.
Reporting and Quality Assurance
- Submit daily operational reports, survey findings, incident updates, and progress documentation.
- Ensure quality control of NTS reports before submission.
- Work with GIS officers for mapping and handover documentation.
Education and Qualification Requirements
Applicants should possess:
- Bachelor’s or Master’s Degree in Business, International Relations, Security Studies, Humanitarian Affairs, Project Management, or related field.
- Additional certifications in mine action, humanitarian response, EOD, GIS mapping, risk assessment, or emergency management are advantageous.
- Strong understanding of humanitarian coordination, operational safety, and field supervision.
Experience Requirements
- Minimum 3–5 years of humanitarian or field operations experience.
- At least 2 years in a leadership or supervisory role.
- Experience in project coordination, WASH, Shelter, Food Security, Livelihoods, CVA, or MEAL systems preferred.
- Previous NGO or emergency response experience is highly desirable.
