Job Overview

Job Purpose

The purpose of this position is to support the daily implementation of human resources and administration functions while ensuring compliance with NRC policies, procedures, local labor regulations, and humanitarian operational standards.

The HR Officer will coordinate recruitment, personnel records, onboarding processes, payroll support for contingent workers, employee documentation, and field administrative functions.

Key Job Responsibilities

Human Resources Administration

  • Ensure adherence to NRC policies, procedures, handbooks, and operational guidelines
  • Support HR and administrative activities across Dolo Ado refugee camps and field offices
  • Maintain up-to-date employee personnel records and confidential HR documentation
  • Ensure proper filing and secure storage of employee records and administrative documents
  • Update HR tracking systems and communicate updates to Country Office HR focal persons

Recruitment & Selection

  • Serve as focal person for recruitment, contracting, induction, and staff placement activities
  • Support field offices with recruitment processes when required
  • Advise managers during recruitment and employee selection procedures
  • Develop and maintain a CV database for emergency recruitment needs
  • Participate in recruitment of contingent workers and payroll preparation

Employee Relations & Compliance

  • Ensure compliance with NRC HR policies and Ethiopian labour laws
  • Support employee onboarding, induction, and placement processes
  • Manage staff identification forms and ensure issuance of organizational ID cards
  • Follow pension registration procedures and maintain pension-related documentation
  • Ensure confidentiality of employee records and sensitive HR matters

Administrative Support

  • Maintain all administrative work at area level
  • Ensure office supplies and administrative resources are properly managed and stored
  • Support routine HR/Admin activities across refugee camps and field offices
  • Perform additional assignments delegated by supervisors

Required Qualifications

Applicants should possess:

  • A Bachelor’s Degree (BA) in:
    • Human Resources Management
    • Management
    • Business Administration
    • Public Administration
    • Or other related disciplines
  • Additional HR certifications or NGO sector training will be considered an advantage.

Experience Requirements

  • Minimum of 5 years of relevant Human Resources experience
  • Previous experience working in a humanitarian, refugee, NGO, or recovery environment
  • Experience in complex and volatile operational contexts preferred
  • Demonstrated success in HR administration, recruitment, and employee management
