Job Description
Role Purpose
The ARCS Project Manager will provide strategic, technical, and operational leadership for the Agriculture Resilience through Climate Services (ARCS) Project in the Wag-Hemra Zone. The role ensures efficient implementation of the project in full compliance with HELVETAS policies and donor requirements (Development Fund – DF). The position focuses on strengthening climate services to support smallholder farmers and enhance climate resilience.
The Project Manager will lead the ARCS team, ensure high-quality delivery across all project components, and foster strong coordination with government institutions, civil society organizations, research bodies, and private-sector partners. The role also contributes to institutional learning, knowledge management, and climate-service system development.
Key Responsibilities
1. Project Leadership & Management
- Lead overall project management including planning, implementation, monitoring, and reporting
- Ensure efficient management of financial, administrative, HR, and partnership components in line with organizational policies
- Guarantee compliance with donor agreements and proper utilization of project resources
- Provide regular operational and financial updates to the Program Director
- Ensure alignment with ARCS project objectives, HELVETAS strategies, and climate-service standards
2. Technical Oversight & Implementation
- Guide and support the team in delivering high-quality climate information services and agro-climatic interventions
- Strengthen monitoring systems, ensuring data quality and adaptive management
- Coordinate closely with stakeholders including meteorological agencies, agriculture offices, disaster risk management units, and cooperatives
- Facilitate collaboration with research institutions and private-sector actors in climate services
- Oversee development and dissemination of agro-advisories, climate information products, and digital solutions
3. Coordination, Networking & Learning
- Represent HELVETAS in regional and zonal forums, technical working groups, and policy platforms
- Promote multi-sectoral collaboration with key stakeholders including government and community institutions
- Support knowledge generation, documentation of best practices, and organizational learning initiatives
- Strengthen partnerships for climate services, digital advisory systems, and resilience-building efforts
4. Line Management & Administrative Responsibilities
- Supervise, mentor, and manage the ARCS project team based in Sekota
- Ensure a positive and productive working environment
- Coordinate donor visits, supervision missions, and project evaluations
- Ensure transparent and compliant use of financial and material resources
- Promote gender equality, social inclusion, and ethical standards, maintaining zero tolerance for corruption
- Prepare high-quality bi-annual and annual reports in collaboration with MEAL teams
- Ensure inclusive participation of beneficiaries regardless of gender, disability, ethnicity, or social background
- Engage stakeholders across government, civil society, and private sectors throughout project implementation
