Job Overview

The WASH & Shelter Technical Assistant supports the planning, implementation, quality assurance, and monitoring of Water, Sanitation and Hygiene (WASH) and shelter activities. The role ensures the delivery of safe, sustainable, and high-quality services for affected communities in humanitarian settings.

This position involves technical supervision of infrastructure works, coordination with stakeholders, water quality management, procurement support, and detailed reporting.


Key Responsibilities

1. Planning, Monitoring & Reporting

  • Support needs assessments, baseline/KAP surveys, and evaluations
  • Translate operational plans into weekly, monthly, and quarterly work plans
  • Prepare technical reports, progress updates, and donor documentation
  • Ensure compliance with NRC and donor reporting standards

2. Coordination & Stakeholder Engagement

  • Represent NRC in WASH & Shelter coordination meetings and sub-clusters
  • Liaise with local authorities, NGOs, INGOs, and community leaders
  • Ensure coordination with cross-functional technical teams
  • Support accountability to affected populations (AAP) and feedback systems

3. Construction & Technical Supervision

  • Supervise WASH and shelter construction and maintenance activities
  • Inspect sites and ensure compliance with technical standards
  • Resolve technical issues and guide repair works
  • Prepare BOQs, designs, cost estimates, and technical specifications
  • Support contract management and tendering processes

4. Water Quality Management

  • Supervise water treatment operations at reservoirs and tapstands
  • Ensure proper chlorination, dosing, and disinfection processes
  • Conduct routine water quality testing and reporting
  • Maintain and calibrate testing instruments and equipment
  • Manage procurement and stock of chemicals and reagents
  • Train water operators on safety and compliance standards

5. Compliance & Capacity Building

  • Ensure compliance with NRC policies, donor requirements, and humanitarian standards (Sphere)
  • Promote sustainable handover and local capacity building
  • Maintain documentation and technical quality assurance
  • Support training of staff and community stakeholders

6. Additional Duties

  • Support procurement and inventory management
  • Assist in implementing environmental and safety standards
  • Perform other tasks assigned by the WASH Project Coordinator

Requirements

  • Bachelor’s degree (required)
  • Minimum 2 years of relevant experience in WASH, engineering, or shelter-related roles
  • Experience in humanitarian or field-based infrastructure projects preferred
  • Strong technical understanding of water systems and construction supervision
  • Ability to prepare BOQs, technical reports, and compliance documentation
  • Familiarity with humanitarian standards (Sphere, NRC guidelines) is an advantage
