Job Overview

The Network Optimization Engineer will play a pivotal role in improving the performance, reliability, and efficiency of Ethio Telecom’s mobile network in the Dire Dawa region. Reporting to the Senior Network Planning Manager, the incumbent will analyze network data, design optimization strategies, and implement solutions that enhance coverage, capacity, and quality of service. Key Responsibilities

• Conduct comprehensive drive tests and data collection to assess network performance metrics such as RSRP, RSRQ, SINR, and handover success rates.
• Analyze KPI trends using OSS/BSS platforms and generate actionable insights for coverage and capacity improvements.
• Develop and implement optimization plans, including antenna tilt adjustments, parameter tuning, and load balancing across cells.
• Collaborate with radio frequency (RF) engineers, core network specialists, and vendor teams to execute optimization projects.
• Monitor post‑implementation performance and validate improvements against predefined targets.
• Prepare detailed technical reports, dashboards, and presentations for senior management and stakeholders.
• Participate in network rollout projects, providing optimization input during planning, design, and commissioning phases.
• Stay updated with emerging telecom standards, technologies, and best practices to continuously enhance optimization processes.

Required Skills

• Strong analytical skills with proficiency in telecom performance analysis tools (e.g., Atoll, Mentum, TEMS).
• In‑depth knowledge of LTE and 5G NR radio principles, network architecture, and optimization techniques.
• Experience with drive‑test equipment, data processing, and KPI reporting.
• Excellent problem‑solving abilities and attention to detail.
• Effective communication skills for cross‑functional teamwork and stakeholder reporting.
• Ability to work independently and manage multiple optimization projects simultaneously.
• Familiarity with Ethiopian telecom regulations and spectrum allocation is a plus.

Education

A Bachelor’s degree in Electrical Engineering, Telecommunications Engineering, Computer Engineering, or a related discipline is required. Professional certifications such as Cisco Certified Network Associate (CCNA), Nokia Network Optimization, or equivalent are advantageous.

Experience

Applicants should have 3–5 years of hands‑on experience in mobile network optimization, preferably within LTE environments. Experience with 4G/5G deployments, drive‑test campaigns, and performance monitoring in a large‑scale operator setting is essential.
