Job Overview

The Digital Inclusion Program Manager will lead the design, implementation, and evaluation of digital inclusion initiatives that empower underserved communities in Gorche and surrounding areas. This position reports to the Country Program Director and works closely with local partners, government agencies, and technology providers to deliver affordable internet access, digital literacy training, and innovative ICT solutions. Key Responsibilities

• Develop and execute a comprehensive digital inclusion strategy tailored to the needs of Gorche’s rural and peri‑urban populations.
• Coordinate with local schools, health centers, and community groups to integrate digital tools into existing development programs.
• Manage partnerships with telecom operators, NGOs, and government bodies to secure infrastructure and funding.
• Oversee the rollout of low‑cost devices, community Wi‑Fi hubs, and mobile learning platforms.
• Lead a multidisciplinary team of field officers, trainers, and M&E specialists to ensure timely delivery of project milestones.
• Design and implement robust monitoring, evaluation, and learning (MEL) frameworks to track impact on digital literacy, income generation, and gender equity.
• Prepare detailed progress reports, financial statements, and donor communications in line with World Vision’s accountability standards.
• Advocate for policy reforms that promote affordable broadband and inclusive ICT regulations.

Required Skills

• Strong project management expertise with a proven track record in ICT or development projects.
• Excellent stakeholder engagement and negotiation abilities.
• Proficiency in data analysis tools and MEL methodologies.
• Fluency in English and Amharic; knowledge of local languages is an advantage.
• Ability to work in remote, resource‑limited settings while maintaining high standards of quality.
• Strategic thinking combined with hands‑on implementation skills.

Education

A Bachelor’s degree in Information and Communication Technology, Development Studies, International Relations, or a related field is required. A Master’s degree or relevant certifications (e.g., PMP, ICT4D) are highly desirable.

Experience

Minimum of five years of experience managing digital inclusion, ICT for development, or community‑based technology projects. Experience working with international NGOs and donor agencies is preferred.

Salary

The position offers a competitive salary range of 250,000 to 350,000 SSP per annum, commensurate with experience and qualifications. Additional performance‑based incentives may be provided.
